U.S. Designates TRF, Lashkar-e-Taiba Proxy, as Terrorist Organization

The United States Department of State has designated The Resistance Front (TRF)—a proxy of Pakistan-based terrorist group Lashkar-e-Taiba (LeT)—as a Foreign Terrorist Organisation (FTO) and a Specially Designated Global Terrorist (SDGT).

·        The designation follows the deadly Pahalgam terror attack on April 22, 2025, which claimed 26 civilian lives, marking the worst terror incident in India since the 2008 Mumbai attacks.

·         TRF is now designated as both a Foreign Terrorist Organisation under Section 219 of the US Immigration and Nationality Act, and a Specially Designated Global Terrorist under Executive Order 13224.

o    Freeze TRF’s assets in the US

o    Prohibit US persons from engaging in transactions with TRF

o    Criminalize material support to the organization

Reaffirmation of LeT's Status

·         The US has reconfirmed the FTO status of LeT, reinforcing that TRF operates under its umbrella.

About TRF:

·         TRF was founded in October 2019, following the abrogation of Article 370 and the revocation of special status to Jammu and Kashmir by the Indian government.

·         TRF is believed to be an offshoot of Lashkar-e-Taiba (LeT), a Pakistan-based UN-designated terrorist group. Indian experts allege that TRF was strategically created to divert attention from LeT and other militant groups under Financial Action Task Force (FATF) scrutiny.

·         India’s National Investigation Agency (NIA) has identified Sheikh Sajjad Gul, a TRF commander, as the mastermind behind the Pahalgam attack.

·         TRF has also claimed responsibility for several attacks against Indian security forces in recent years.
