Persistent Organic Pollutants (POPs): Stockholm Convention

Context:

Recently, The United Nations Environment Programme (UNEP) and the Global Environment Facility (GEF) have launched the US$ 23.5 million Global Chemicals Monitoring Programme (GCMP).

Objective of the programme:

The programme aims to strengthen global monitoring of hazardous chemicals and evaluate the effectiveness of the Stockholm Convention on Persistent Organic Pollutants (POPs) and the Minamata Convention on Mercury. This initiative will help countries improve chemical monitoring, generate reliable environmental data, and strengthen efforts to protect human health and the environment.

What are Persistent Organic Pollutants (POPs)?

Persistent Organic Pollutants (POPs) are toxic, carbon-based, human-made chemical substances that resist environmental degradation and remain in the environment for many years. Due to their persistence, they spread over long distances through air, water, and soil, crossing international boundaries. POPs accumulate in living organisms and become more concentrated at higher levels of the food chain, posing serious risks to biodiversity and human health.

Key Characteristics of POPs:

According to the Stockholm Convention, POPs possess four major characteristics:

      • Persistence: They remain intact for exceptionally long periods.
      • Long-range Environmental Transport: They travel across regions through air, water, and soil.
      • Bioaccumulation: They accumulate in the fatty tissues of living organisms.
      • Toxicity: They adversely affect humans, wildlife, and ecosystems even at low concentrations.

Health and Environmental Impacts:

POPs are associated with a wide range of health problems, including cancer, allergies, reproductive disorders, immune system suppression, and damage to the central and peripheral nervous systems. Many POPs also function as endocrine disruptors, interfering with hormonal systems and affecting reproduction, fetal development, and immunity. Through the process of biomagnification, POP concentrations increase at successive trophic levels, making top predators, including humans, the most vulnerable.

Common Examples of POPs:

According to the World Health Organization (WHO), major POPs include organochlorine pesticides such as DDT, industrial chemicals like Polychlorinated Biphenyls (PCBs), and unintended industrial by-products such as dioxins (PCDDs) and furans (PCDFs). These chemicals originate from pesticides, industrial production, waste incineration, and other manufacturing activities.

Stockholm Convention on POPs:

The Stockholm Convention, adopted in 2001 and effective from 2004, is a global treaty aimed at protecting human health and the environment by eliminating or restricting the production, use, and release of POPs. The Convention also promotes environmentally sound management and disposal of POP-containing wastes. India is a Party to the Convention and has taken measures to regulate several listed POPs.

Significance of GCMP:

      • The newly launched Global Chemicals Monitoring Programme (GCMP) will strengthen national monitoring capacities, improve scientific data collection, and support countries in assessing compliance with global environmental conventions.
      • The programme will enhance international cooperation in chemical management and contribute to achieving sustainable development and a pollution-free environment.

Conclusion:

Effective implementation of the Stockholm Convention and initiatives like the GCMP are crucial for reducing POP pollution and protecting human health and the environment.
