NASA Invites ISRO to Join Moon Base Programme: India-US Space Cooperation

Context:

Recently, NASA has invited the Indian Space Research Organisation (ISRO) to join its Moon Base programme, aimed at returning humans to the Moon and eventually establishing a permanent human presence there. The proposal was discussed during the 9th India-US Civil Space Joint Working Group meeting held in Bengaluru on August 5–6, 2026.

Background:

India has been strengthening its space partnership with the United States. In 2023, India joined the Artemis Accords as the 27th signatory. The Accords provide principles for peaceful and sustainable civil exploration of the Moon, Mars and other celestial bodies.

The latest invitation builds on this growing cooperation between NASA and ISRO.

NASA Invites ISRO To Join Artemis Moon Base Programme As India Advances Gaganyaan Human Spaceflight Mission

Key Areas of Cooperation:

      • NISAR Mission:
        • The NASA-ISRO Synthetic Aperture Radar (NISAR) mission is a major example of bilateral cooperation. It uses advanced radar technology to study changes on Earth's surface, including glaciers, forests, earthquakes, landslides and agriculture.
        • Its successful implementation can provide a foundation for more complex joint missions.
      • Human Spaceflight:
        • India's Gaganyaan programme aims to demonstrate human spaceflight capabilities. NASA has also provided training support to Indian astronauts.
        • Indian astronaut Shubhanshu Shukla's 2025 mission to the International Space Station (ISS) marked an important milestone in India-US human-spaceflight cooperation.
      • Lunar Exploration:
        • NASA's Artemis programme seeks to return humans to the Moon and establish capabilities for sustained lunar exploration. India also has a long-term objective of sending humans to the Moon by 2040.

Significance for India:

NASA's invitation provides several opportunities for India:

      • Access to advanced technologies and expertise.
      • Strengthening of India's human-spaceflight capabilities.
      • Greater scientific cooperation in lunar research.
      • Development of India's private space industry.
      • Expansion of India's role in global space diplomacy.
      • Preparation for future missions to Mars and beyond.
      • India's successful Chandrayaan-3 soft landing in 2023 has already demonstrated its growing lunar capabilities.

Conclusion:

NASA's invitation to ISRO reflects the deepening of India-US space cooperation. Participation in the Moon Base programme could enhance India's technological capabilities, scientific influence and strategic role in the emerging lunar economy. India should leverage such partnerships while maintaining strategic autonomy, technological self-reliance and commitment to peaceful and sustainable space exploration.
