Mission Senehjori: Transforming Assam’s Muga Silk Sector

Context:

Recently, The Union Minister for Development of North Eastern Region (DoNER), Jyotiraditya M. Scindia, along with the Chief Minister of Assam, launched Mission “Senehjori”, a cluster-based initiative aimed at transforming Assam’s Muga silk sector into a globally competitive luxury textile ecosystem. The mission seeks to enhance the entire value chain—from production to branding and export.

Background:

Muga silk, found exclusively in Assam, holds the distinction of being the world’s only naturally golden silk. It was also India's first silk to receive a Geographical Indication (GI) tag. Despite its immense cultural value and international uniqueness, the sector has remained largely fragmented and under-commercialized. Historically, Muga rearers faced low farm-gate prices (averaging ₹25,000 per kg), limiting economic benefits to grassroots artisans.

About Mission Senehjori

      • The Mission Senehjori is a ₹411 crore, cluster-based initiative launched by the Ministry of Development of North Eastern Region (MDoNER) to transform Assam’s Muga silk sector. Aimed at empowering over 2.5 lakh weavers and rearers, it seeks to elevate the state’s GI-tagged 'golden thread' into a globally competitive, premium luxury brand. Launched jointly by the Ministry of DoNER and the Government of Assam, Mission Senehjori is designed to span three years (2026–2028).
      • The mission covers all key stages of production, including host plant cultivation (Som and Soalu), silkworm seed production, reeling and weaving infrastructure, branding and GI authentication, export promotion, tourism development, and digital traceability systems. It will be implemented across major silk-producing districts of Assam such as Jorhat, Sivasagar, Dibrugarh, Tinsukia, Lakhimpur, Dhemaji, Majuli, and Sualkuchi.

Objectives of the Mission:

      • Value Addition & Income Generation: Elevating the returns of Muga silk rearers and weavers to over ₹50,000 per kilogram by streamlining the processing, branding, and quality control.
      • Institutional Support: Establishing 30 Farmer Producer Organizations (FPOs) and over 1,180 Farmer Interest Groups (FIGs).
      • Infrastructure Overhaul: Constructing five modernized Muga reeling units and a specialized Muga Spun Mill in key producing districts like Jorhat, Sivasagar, and Majuli.
      • Regeneration of Host Plants: Rejuvenating 5,000 hectares of Som and Soalu host plants to ensure sustainable silkworm feed.
      • Traceability & Branding: Introducing unified 'Senehjori' branding and digitally traceable, GI-linked systems, allowing consumers globally to verify the authenticity of their purchases.
      • Tourism Integration: Promoting the cultural economy by creating a 'Muga Silk Trail', a Silk Tourism Park, and hosting annual Muga Utsavs.

Cultural and Economic Significance:

      • Muga silk is a Vanya silk (wild silk) along with Eri and Tasar
      • Historically used in Ahom dynasty royal attire
      • Today forms part of traditional Assamese dress (Mekhela Chador)
      • Major contributor to rural livelihoods and women empowerment

Conclusion:

Mission Senehjori represents a strategic shift from traditional sericulture to a global luxury silk economy model. By integrating technology, branding, and cluster development, the initiative aims to position Assam’s Muga silk as a global heritage textile while significantly improving rural incomes and preserving cultural identity.
