Jojari River Crisis: River Pollution and Ecological Conservation

Why in News?

On 24 August 2026, the Supreme Court imposed an interim ban on construction and development activities within 100 metres of the banks of the Jojari River in Rajasthan. A Bench comprising Justice Vikram Nath and Justice Sandeep Mehta passed the order in a Suo Motu case concerning pollution and ecological degradation in the Jojari River system.

The restriction will remain in force until the High Flood Line (HFL) of the river and the required ecological buffer zone are scientifically determined and demarcated. The matter will next be heard on 22 September 2026.

Ecological Significance of the Jojari River:

The Jojari River is an important seasonal river associated with the Luni River system. In the arid and semi-arid regions of western Rajasthan, seasonal rivers play a significant role in local drainage, groundwater recharge, agriculture and ecological balance.

In arid regions, the importance of rivers is not determined solely by their permanent water flow. During rainfall, their flow influences local water storage, wetland formation, soil moisture and groundwater recharge. Therefore, degradation of such river systems can adversely affect the region’s long-term water security.

Pollution in the Jojari River:

The crisis facing the Jojari River is primarily associated with industrial effluents, domestic sewage and inadequate waste management. In particular, wastewater discharged from industrial areas can seriously affect water quality if it enters the river system without adequate treatment.

Various reports of the Rajasthan State Pollution Control Board have recorded concerns related to Biochemical Oxygen Demand (BOD), Chemical Oxygen Demand (COD), suspended solids and other pollutants in the Jojari River region. In some areas, the use of polluted water for agriculture may also adversely affect soil quality, crop productivity and food security.

Importance of the High Flood Line (HFL):

The High Flood Line (HFL) indicates the boundary up to which the water of a river may spread during a flood. Scientific determination of the HFL is crucial for identifying floodplains and regulating land use.

When construction takes place on floodplains due to unplanned urbanisation and industrial expansion, the river’s water-carrying capacity may be affected, potentially increasing flood risks. Therefore, HFL-based planning is essential for both disaster risk reduction and river conservation.

Challenges of River Conservation in India:

The case of the Jojari River highlights several structural challenges faced by river systems across India:

Encroachment along riverbanks: Unplanned urbanisation and industrial expansion adversely affect natural floodplains.

Inadequate waste management: Untreated or inadequately treated sewage and industrial effluents deteriorate river water quality.

Fragmented governance: Lack of coordination among various departments and institutions involved in river conservation often limits the effectiveness of conservation efforts.

Absence of scientific demarcation: In many river systems, the HFL, flood-prone areas and ecological buffer zones have not been adequately determined through scientific assessment.

Lack of catchment-based planning: Instead of viewing a river only within the administrative boundaries of a city or district, it should be managed as an integrated catchment–river–floodplain system.

Conclusion:

The Supreme Court’s interim order concerning the Jojari River sends an important message for river conservation and floodplain management in India. It highlights that ignoring the natural flow of rivers, ecological limits and floodplains in the pursuit of development can create serious long-term risks to water security and livelihoods.

Therefore, the conservation of the Jojari River should not remain limited to compliance with a judicial order. It should evolve into a long-term river management model based on scientific assessment, pollution control, water reuse, floodplain protection and public participation. Such an approach can also provide a useful framework for the revival of other polluted and distressed river systems across India.
