Context:
Recently, The Union Minister for Rural Development, Shri Shivraj Singh Chouhan, launched the Operational Guidelines for the Digital India Land Records Modernisation Programme (DILRMP) 3.0 (2026–2031) at Krishi Bhawan. The programme has an estimated financial outlay of ₹565.50 crore and aims to create a unified, GIS-enabled “Land Stack” as a Digital Public Infrastructure (DPI) for land administration.

- GIS-enabled Land Stack: It will integrate land records, cadastral maps, property registration and court-related information through GIS and APIs. State-level Land Stacks will contribute to a federated National Land Stack, while data ownership remains with the concerned authorities.
- Universal Bhu-Aadhaar (ULPIN): A 14-digit Unique Land Parcel Identification Number will provide an unambiguous identity to each land parcel, helping prevent fraud and improving land transactions.
- Paperless Property Registration: End-to-end digital registration and a Registration Repository will enable easier ownership verification and property due diligence. 75 Sub-Registrar Offices will be upgraded into citizen-friendly Registration Seva Kendras.
- Paperless Revenue Courts: Integration of the Revenue Court Case Management System (RCCMS) with land records can reduce delays in mutation and land-dispute resolution.
- Urban Land Mapping: The NAKSHA pilot will promote GIS-based urban land records and improve mapping and property documentation.
