Two-Year Extension to 75% Agniveers Opens Pathway to Permanent Service in Armed Forces

Context:

The Union Cabinet has approved major changes to the Agnipath Scheme by introducing an additional two-year engagement period for the 75% of Agniveers who were earlier required to leave the Armed Forces after completing four years of service. After the extended period, they will get an opportunity for permanent enrolment, subject to willingness, merit and organisational requirements.

What is the Agnipath Scheme?

Launched on 14 June 2022, the Agnipath Scheme aims to recruit young personnel into the Indian Army, Navy and Air Force for a four-year tenure, including six months of training. Recruits selected under this scheme are known as Agniveers. The scheme seeks to create a younger, technologically skilled and cost-effective military workforce while reducing the long-term pension burden.

Major Features of the Original Scheme:

Under the original framework, Agniveers received monthly remuneration ranging from ₹30,000 to ₹40,000, along with applicable allowances. At the end of four years, up to 25% could be selected for permanent enrolment based on merit and organisational requirements, while the remaining 75% had to leave service. The scheme also introduced the Seva Nidhi Package, under which Agniveers and the government contribute 30% of monthly emoluments each. On completion of four years, they receive approximately ₹11.71 lakh, including interest, as a tax-exempt lump sum. Those leaving after four years are not entitled to a regular military pension.

Major Changes in the Revised Agnipath Scheme:

The revised framework introduces a two-stage mechanism. First, the existing provision of selecting 25% of Agniveers for regular enrolment after four years will continue. Second, the remaining 75% will be offered an additional two-year engagement. After completing six years, they will have an opportunity to join the Armed Forces as regular soldiers, subject to objective selection criteria and willingness. During the extended period, remuneration will increase to ₹43,500 in the first year and ₹47,500 in the second year.

Significance of the Revised Framework:

The changes will help retain trained and experienced personnel, reduce the loss of institutional knowledge and improve operational effectiveness. They will provide greater career continuity and financial security to Agniveers. The framework also seeks to balance a youthful military profile with the need for experienced soldiers, discipline and specialised skills.

Conclusion:

The revised Agnipath framework seeks to balance youthfulness with military experience. Its success will depend on transparent implementation, effective human resource management and maintaining India's long-term defence preparedness.
