Exercise Samudra Laksamana 2026: India-Malaysia Naval Exercise

Context:

Recently, INS Mysore participated in the 4th edition of Exercise Samudra Laksamana with the Royal Malaysian Navy at Lumut, Malaysia, from September 9–12, 2026. The exercise aimed to enhance naval cooperation, interoperability and operational coordination between India and Malaysia.

What is Exercise Samudra Laksamana?

Samudra Laksamana is an annual bilateral maritime exercise between the Indian Navy and the Royal Malaysian Navy. It involves naval personnel, specialised ships and maritime assets of both countries. The exercise strengthens professional cooperation and enhances the ability of both navies to conduct coordinated maritime operations.

Phases of the Exercise:

The exercise is conducted in two phases:

      • Harbour Phase: It includes professional interactions, cross-ship visits, subject-matter exchanges and sharing of operational experiences and best practices.
      • Operational Sea Phase: It involves tactical manoeuvres, coordinated drills and maritime exercises designed to enhance communication, interoperability and operational coordination.

Significance:

The exercise reflects the growing depth of India-Malaysia maritime cooperation. It strengthens mutual confidence, operational preparedness and regional maritime security, particularly in the strategically important Indo-Pacific region.

About India-Malaysia Defence Cooperation:

India and Malaysia share a defence partnership under the Enhanced Strategic Partnership. Institutional mechanisms such as the Malaysia-India Defence Cooperation Meeting (MIDCOM) and Sub Committee on Military Cooperation (SCMC) support bilateral defence cooperation.

Key Pillars of Defence Cooperation:

Major areas include institutional dialogues, military exercises, defence technology, cybersecurity, Maritime Domain Awareness (MDA) and Humanitarian Assistance and Disaster Relief (HADR). Exercises such as Harimau Shakti and Samudra Laksamana strengthen interoperability.

Strategic Importance of Malaysia for India:

Malaysia's location near the Strait of Malacca, a vital global trade route, gives it major strategic importance. Strong ties support India's Act East Policy, ASEAN engagement and Indo-Pacific strategy.
